Constitutional Convention Updates
Session seven reconvened at 9:00 a.m. on December 14, temporary secretary, Mr Burnett, certified a quorum present.
Chair declared a committee of the whole to discuss National Government.
Chair declared a one-and-one-half-hour recess at 11:30 a.m. for the purpose of lunch and checking out of the hotel.
Convention reconvened at 1:00 p.m. and the committee of the whole discussion of National Government continued.
The committee of the whole tentatively agreed to wording for Article 4, Parts 2, 3, and 4. Since it would be difficult for anyone to know what the committee actually agreed to, Mr Henson offered to write up a consolidated proposal from the notes of the session and present it to the convention at the next session.
A motion was made, seconded, and carried to change Article 2, Section 5 so that it reads, "Section 5. Government shall never restrict individuals from assembling for training with arms for the collective defense of life, liberty, or property."
A motion was made, seconded, and carried to adjourn the convention until 9:00 a.m. on 10 January 1998 at the same location. Session was adjourned at approximately 3:30 p.m.
