Summary of 24 August 1997 Meeting (Rough Notes)

The session reconvened at 9:10 AM on August 24, 1997 at the same location as on the previous day, both the elected Chair and the secretary of the convention present, and a quorum of delegates present. The same delegates and proxies were present as before, except for Mr. Roscoe Reeves.

Chair offered to entertain a motion as written, so moved by Mr. Wanjura, seconded by Mr. Cole. Friendly amendment offered by Mr. Angwin to strike item 4, Wanjura wanted to add to 4, "and thereby a quorum is no longer present to do business." Motion carried with one opposed (Greg Scales).

Chair suggested that the convention proceed to discuss the form of government for the constitution as a committee of the whole, and that he retain the chair. The delegates agreed by consensus and entered into committee of the whole at 9:40 AM. Discussion of constitutional monarchy, benevolent dictatorship, principality, council of judges, republic.

Straw poll conclusion - four branches of govt, executive, representative body, court, and people (treasury questionable). Suggest that we take the list of duties and delegate them to the branches. Executive - action; representative - suggestions; court - constitutional review; people - verification, decision, with constitutional restraints. Equity - civil law court; maritime - military and international law courts.

Returned to the formal session from the committee of the whole, Chair declared recess until 12:30 AM.

Session reconvened at 12:45 PM. and Chair returned the session to a committee of the whole to continue discussion of fitting duties of government to branches of government.

Concluded meeting of committee of the whole, Chair returned to regular session at 3:50 PM. Reminded delegates of next meeting September 13-14, suggested 3-day meeting be considered in October over Columbus Day holiday. Offered to entertain a motion to adjourn the session until September 13 at 9:00 AM, so moved by Mr. Scales, seconded by Benjiman Angwin. Motion carried unanimously. Session was adjourned at 4:00 PM. on August 24, 1997.
