Constitutional Convention Updates
Determined that a quorum is present.
Reading of minutes deferred until after lunch.
Treasurer not present so no Treasurer's Report.
Jefferson's Rules of the House handed out with a recommendation to follow them although they were not formalized as rules of the convention.
None of the delegates not yet seated were present and only one, Michael David, Chapmen, has responded to the requests of intent.
One proxy was seated.
A Site and Calendar Committee (Mr Burnett, Chair) was formed with instructions to present a preliminary report tomorrow.
Mr Barnett was appointed to 'pass the hat' at each session to collect donations to support the logistics of the convention.
A Lawful Process Committee (Mr Angwin, Chair) was formed with the function of determining the most probable method of getting the new constitution ratified. It is intended that this committe be long term.
The convention authorized the Treasurer to reimburse the Secretary and the Public Relations Committee for expenses incurred up to $150 per month without requesting further authorization from the convention.
Read only access to the Delegate's Internet Discussion List was left up to the list administrator.
A constitution outline was adopted for use as a working draft.
The convention initiated a 'committe of the whole' to discuss the limits and duties of government. This committee discussion consumed the rest of the day and will be continued tomorrow. A report on the results will be up in a day or two.
