If govt. doesn't issue money how do we obtain and/or make it so we can use it?

The short answer is that the free market will take care of it. For example, right now you have various forms of money that have nothing to do with government-issued fiat money. When someone gives you a gift certificate, that's money, i.e., a promise on the part of the store that whomever presents the gift certificate can exchange the certificate for something of value in the store. There are also various barter associations where you buy stuff with "barter credits", another money system that has nothing to do with government. Trust us. Money will not be a problem in the new Texas.
